Abstract
In this study the strategic constituent approach to organizational effectiveness was applied to a diagnostic program for handicapped children. The purpose was to generate dimensions of effectiveness in this program that could be used to conduct program evaluations. Supervisors, clinicians, referring school professionals, and parents were interviewed, and resultmg data was inductively categorized. From these data a rating scale was designed and completed by internal constituents. Results provide evidence for the validity of this approach and the validity and reliability of the rating scale. Suggestionsfor conducting program evaluations and further evaluative research are discussed.
