Abstract
Recent manpower training evaluation studies focus primarily on program impact while examining the actual training process to varying degrees. They offer little, however, that can directly benefit the local program manager. After categorizing recent studies using a "production model, "this study illustrates how local program managers can evaluate their programs in ways that will significantly contribute to greater program effectiveness. An alternative, nonstatistical methodology relates the interaction of specific training pro grams and participant characteristics to long-term impacts. Using actual data from a Hampton, Virginia prime sponsor, guidelines for program planning are suggested.
