Abstract
The Developing Models for Special Education, an ESEA IV-Cproject, utilized a novel evaluation design to produce data for national validation by the Joint Dissemination Review Panel. The purposes of the article are: (1) to present in graphic and narrative form the theoretical model of the evaluation design, (2) to describe in operational terms the application of the design to the evaluation of the project, (3) to present in graphic and narrative form the results of the evaluation, and (4) to discuss the problems and benefits associated with both the theoretical model and the application of this design to similar projects.
