Many teachers struggle to develop an understanding of the purposes of standards and assessments. Are they tools to be used in the teaching process or are they measures of accountability? This dilemma is enhanced in states that provide loosely structured curricular frame works with curriculum standards while simultaneously holding high schools accountable for student performance standards through highly structured performance assessments.
