The implementation of new programs in schools brings uncertainty and change for administrators. With the passage of the Carl Perkins Vocation al Education Act in 1984, many new mandates were brought to the local level administrator. This article explores the implementation status of the Carl Perkins requirements to serve handicapped students from the per spective of a rural school principal.
