Abstract
Accountability is both highly complex and highly sensitive, according to these writers, who feel that it is not yet technically feasible, other than in a piecemeal sense. They believe accountability is fraught with confusion and interpersonal con flicts and that it has a potential for confrontation between special interest groups. A list of the stages through which a total accountability sys tem must develop are presented here.
