Mr. Tarr listens to and talks with young people. This habit contributes to beliefs and policies expressed at the fifth general session of the Houston convention.
The nation's goal should be an all-volunteer army. Because this isn't yet feasible, the new director of Selective Services will work to develop a more equitable draft program, to eliminate "channeling," and to phase out educa tional deferments. As for universal service for the nation's youth, Tarr points to serious draw backs, including the fact that "coercing young people is not necessarily the way to get their cooperation."
