Abstract
Several steps for small school program develop ment will be outlined in the following pages. Suggested topics include: planning and organizing for program development, the community-school concept, the relationship of rural attendance areas to intermediate service units, the development of a group of rural schools into an in-service consortium, the com munity scholarship program, and evaluation of program.
