"The really critical question, then, is not whether Congress may spend money on educa tion, for this comes under the heading of 'gen eral welfare'.... The question is whether the First Amendment principle of separation of church and state prohibits Congress from giving aid to private and parochial schools and col leges or to students attending these institutions."
