Abstract
"The sociological concepts of manifest and latent functions may help administrators to under stand some of the seemingly irrational phe nomena which confound efforts to effect 'sen sible' changes in education. 'Manifest functions are those consequences for society or any of its subsystems or segments that are intended and recognized by participants in the system. Latent functions are those consequences that are neither intended nor recognized.'"
