Abstract
"Educational objectives must be appropriate to individual circumstances; what is relevant to a suburban middle-class youngster may be entirely inappropriate to an inner-city youth. To evalu ate civic behavior, then, we must not only state objectives in terms of desired behaviors, but we also must make sure that they are appropriate objectives for the target population."
