"I see great promise for the improvement of our schools in the adoption of the Management Team idea. But it is not an idea that can be evaluated in isolation. More specifically, how educational personnel are grouped for purposes of professional negotiations will be a substan tially influential factor in determining the feasi bility and effectiveness of such a team."
