Abstract
"Law prohibits drinking by teenagers outside of parental supervision, presumably for their own 'good' and that of society. However, a large segment of the teenage population demands it. Ironically, there is sufficient normative consensus to prevent revision of the law, but insufficient consensus to prevent this behavior from occur ring."
