Abstract
"Either the people will themselves realize and compel more resources to be more justly and ap propriately allocated, with effective citizen par ticipation at the state and local level, or the federal government will be used as an instru ment of the people to compel it. In the latter case, we face a further decline tantamount to the ultimate degeneration of state and local government to an officeholder's nothingness."
