Abstract
"Insistence on careful planning and account ability gives the 1968 Act its special character and demonstrates clearly the intent of Congress to channel federal funds where it feels they are most needed.... This act provides little comfort to those who hope for a policy of block grants or tax refunds delivered directly to the States with no strings attached. The national Congress is plainly exhibiting here an intention to meet a national crisis in unemployment and manpower needs on a national basis.... "
