Abstract
This article is offered in tribute to my friend Glenn F. Varner. He will retire as Assistant Superintendent of Schools for Secondary Education, St. Paul, Minnesota, at the close of the 1961-62 school year. Throughout his tenure in office, he labored mightily to democratize American public high-school education everywhere.
