Abstract
Content analysis of Bundestag debates, historical analysis and interviews with 350 journalists and politicians are used to examine the interrelationship between foreign- policy making and the media in 1969 and 1970. This was a time in which Germany and Poland were involved in intense negotiations. The relationship between politicians and journalists emerges as a "latent partnership" in which both sides take the initiative and influence each other. Press activity is found to have an effect on foreign-policy making but this effect is limited.
