Abstract
Human civilization is confronted with problems of a new and global character, increasingly influencing international relations and contributing to shaping the perspec tives of the state. States and systems of states require new methods to ease and gradually solve these problems. They necessitate constructive and realistic international cooperation between states based on equality of rights and sovereignty. To this end, a number of political and legal precedents are in place. These must be maintained and developed.
