An analysis of the conflict between the need to conserve the historical urban features of the ancient Venice and the freedom of its inhabitants. The boundary that affects this conflict is that which the laguna interposes between the new and the old Venice, between a car-oriented continent and a "pedestrian" set of islands. Many difficulties derive also from the physical situation of ancient Venice and from the prohibitions embodied in the law and the plans to save the old city.
