The purpose of this article is to describe the discussion of a specific issue area in the framework of the most important and relevant international forums of the so-called North-South debate, to identify certain tendencies in the development of this debate, and to draw some conclusions as to its scope, fields, and institutional framework. Let us ask where the discussion took place, who were the agents of the discussion, and what did they say.
