Abstract
This paper argues that the scientific and technical information sector (STI) is in the midst ot a paradigm change "Just-in-time" production theories are making their way into the STI industry. The problem is now less one of improving access to stocks of stored information than that ot getting information to the right place at the right time. We attempt to frame a policy perspective that might be useful for thinking through the implications of this paradigm change in the field of scientific and technical information.
