This article is based on data obtained from an investigation of the needs of the elderly living in the suburbs of Katutura, Windhoek, Namibia. The theoretical framework utilized in this study is the human scale development approach of Manfred Max-Neef. Primary data were collected by means of face-to-face interviews with 383 elderly men and women living Katutura. It was found that many of the subsistence and protection needs of the elderly are not being met and that although the elderly are increasing in number, they continue to be a forgotten population.
