Abstract
This article presents a conceptual model to be utilized in conducting the necessary needs assessment activities to implement a successful gifted program at the school district or state agency level. Three types of needs are discussed—student, program, and technical assistance.
The model attempts to show the interrelationships of these types of needs and how they may be assessed. Components of the model are discussed and amplified through appropriate instrumentation. Recommendations on how to utilize the model are also included so that a comprehensive approach to needs assessment can be discerned.
