Abstract
Since 1954, the force of law has been required to achieve much of the desegregation that has taken place. Although Brown was a great achievement, it has not solved the problems we had hoped it would. Hence, there are great similarities between the conditions in 1954 and those in 1994. Because we face a different and more com -plex set of problems than we have in the past, we cannot rely solely on the force of law to solve the problems of desegregation in general and the issues associated with racially isolated schools in particular. The education community must accept its leadership responsibility if we are to fulfill the mandate of Brown.
