Abstract
Agreeing with the general aims of the Holmes Group, Ryan is critical of their lack of research and research findings to support their claims and proposals. He also sees serious problems with the idea of entrusting teacher education to research universities and their faculties, who have a very poor record of doing teacher education. He argues that we need reform, but not at all of the sort the Holmes Group proposes.
