Critical of the economic orientation and assumptions of the Carnegie report, Feinberg finds the Holmes Group report less problematic. Nevertheless, he raises questions about liberal and professional studies, secondary and primary teachers, professional hierarchy, similarities to medical education, and the relation of schooling to social-economic problems.
