There are indications that interest in Siberian development is waning under the Gorbachev administration. When analyzed in spatial terms, the basic principles of the Gorbachev economic program favor investment in the established manufacturing potential of the European USSR, not in costly new resource development projects in Siberia. This article examines the evidence and draws implications for Siberia's role in international affairs.
