Abstract
This paper reports on a four-state study, conducted by the American Foundation for the Blind, of state and federal legislation applying to services for elderly blind and visually impaired persons and a summary of 25 grants given to the states under Title VII-Part of the Rehabilitation Act. The study explored the existing legislation, agencies providing services through these acts, and recommendations for filling the gaps. A most important finding was possible enhancement of service to the target group through use of Independent Living Grants (Title VII-Part C) and networking with aging agencies to fully utilize the benefits of the Older Americans Act and all legislation affecting older people.
