The method and results of a state approach to determining the effectiveness of programs for the visually impaired are presented. The plan was designed to generate data on students’ academic achievement; proficiency in mobility; social integration; participation in regular education and in extracurricular, nonacademic, and vocational activities; and the satisfaction of parents and students with the programs. Although the plan was developed to produce data for planning at the state level, it can be used for evaluating local and regional programs.
