State agencies, private non-profit agencies and residential schools for the blind were surveyed to determine the 1981 demand for rehabilitation teachers. In 1981 there were over twice as many budgeted vacancies for rehabilitation teachers as there were graduates of university training programs, and preliminary projections to 1990 indicate that the blind and visually impaired population needing rehabilitation services will continue to grow.
