Abstract
The International Year of Disabled Persons (1981) heralded immense changes in laws and funding that affect visually handicapped people and professionals in the field of blindness, and the process continues without united opposition. This article describes the recently formed Joint Action Committee of Organizations Of and Serving the Visually Handicapped, made up of groups that united to fight the legislative axe in California. The harmful effects of recent legislation on visually handicapped people and on professionals in the blindness system are described. The author offers specific suggestions on how similar groups in other states can implement joint action at the state and federal levels.
