Describes the empirical development of an individualized program for teaching concepts to visually handicapped children at a pre-reading level. The program uses carefully sequenced, concrete experiences and a multisensory approach to learning in order to help children develop an understanding of those concepts considered a necessary foundation for the pre-reading and reading process. As a research project, the program was designed and field tested according to a systematic plan.
