Abstract
A survey of the art education programs at 12 schools for the visually handicapped to determine whether art activities were aimed at developing skills, personal expression, and aesthetic judgement, points up the need for a model program. Suggestions are made for an art education curriculum and appropriate qualifications for instructors.
