Abstract
Specialized community rehabilitation agencies for visually impaired persons can provide a setting where the rights, needs, and expectations of the Visually Handicapped Consumer can be satisfied. The VHC has a need to be welcomed, a right to courteous attention, and the expectation of receiving education, information, and a variety of experiences and services in a supportive and appropriate environment.
