Abstract
Since it is the Visually Handicapped Consumer who makes possible the existence of specialized social and educational institutions for the blind, he or she must be free to exercise certain rights. Among the more important are: the right to accept or reject all or part of an agencies’ services, the right to determine priorities, the right to confidentiality of information given, the right to proof of educational accomplishment, and the right to knowledge of information contained in filed reports.
