Abstract
The North American nations are fortunate in that they have a long record of mutually beneficial trade in many goods and services. This trade is built on the solid rock of mutual interests. Although that trade experience has been punctuated by troublesome short-sighted actions, it is worth emphasizing that the mutual benefits of such trade are enormous, and tolerance on all sides for policy failures is as much a part of modern trade between nations as is the trade itself.
