The new government in Sweden is dedicated towards 'a free-choice revolution' in the social services. A specific proposal by a lobby group is being introduced in many municipal districts as a consumer choice plan for elderly care. The authors are highly critical of the market-style assumptions on which it is based, and argue that neither are the main problems of home-care recipients understood nor will an effective delivery system emerge.
