Both the new labour code and the new regulation on economic activity are intended to introduce significant social and economic change. This study investigates the nature of these legal and administrative changes and the extent to which their implementation has been (or will be) successful in decentralizing economic decision-making, democratizing industrial relations and in improving both motivation and efficiency.
