In June 1990 at Deauville, members of l'AICVF (Association des Ingenieurs en Climatique, Ventilation et Froid) and CIBSE (the Chartered Institution of Building Services Engineers) agreed to work together to make a comparative study of each other's Building Regulations' thermal requirements. For this purpose, the design of a dwelling which could be built in England or Northern France was agreed upon.
