Abstract
The paper briefly reviews monitoring and targetting and the impact of the building energy management system. Energy signatures and performance lines are then examined. From the analysis of a performance line a statistical 'performance index' of control quality is proposed. The influence of controls, solar radiation, net radiation, and wind on the performance line is then considered, using degree days as the only weather parameter. Examination of a well monitored school, using these degree day algorithms, revealed that very little solar gain was utilised, probably because of the limited control.
