Abstract
This paper extends guidance in the CIBS Energy Codes to the presentation of building energy surveys to clients. It is suggested in particular that reports should have a management summary written specifically for the decision maker, and that proposals are listed in order of their cost-effectiveness. The commonly used cost-effectiveness criteria of Pay-back and Net Present Value are reviewed and extended to the rate of interest earned by the projects on the capital invested in them. This index makes it possible both to rank the projects and to put them in perspective with other calls on resources.
