Country level consultations on universal access were held in over 130 countries and regional level consultations occurred in 7 regions in the first months of 2006. The UNAIDS Secretariat also convened a multi-partner Global Steering Committee which met three times to identify global-level actions, to provide insights and inspiration, and to act as a political sounding board (See UNAIDS, Towards universal access UNAIDS assessment on scaling up HIV prevention, treatment, care and support, 2006).
