Abstract
China `s imminent resumption of sovereignty over Hong Kong has brought about significant social and political changes in the territory. Amidst the turbulence, civil servants in Hong Kong play a critical role in maintaining stability. This article focuses on their confidence in, and commitment to, the future. The discussion is based on a questionnaire survey of a selected sample of senior administrators. The findings reveal a strong sense of uncertainty which seems to be related to the possible loss of Hong Kong's autonomy. The confidence problem in the civil service is therefore political in nature and cannot be adequately resolved by administrative means alone.
