Abstract
This article seeks to relate materials concerning citizenship and the character of administration with the theory and experience developing in the behavioral sciences, especially in Organization Development and Organization Behavior Basically, the article proposes that a convenient starting point exists for enhancing levels of democratic consciousness and experience in organization citizens. In turn-1, this enhancement can contribute not only to High Administration but also to High Citizenship, as those notations have come to be used in both political science and public administration.
