There are few examples in the literature that measure compliance with the decisions of federal regulatory agencies. This study addresses the following questions: Do broadcasters willingly comply with "fairness" regulations? Does the FCC enforce its public interest policies? The study uses an attitudinal survey and compliance data at the networks and the FCC to find out the impact of a landmark decision that applied the "fairness" doctrine to cigarette commercials.
