Abstract
The concept of "bureaucratic ideology " is provided here, as well as empirical grounding by means of interviews with American and Soviet local government officials and with those who educate and train them. The interview data tend to support the concept developed previously as an abstraction from the professional literature on administration in these two countries. However, the data also require some qualifications in the concept as certain differences in outlook emerge between those who practice, and those who stud) and teach, public administration.
