Abstract
Toxic waste disposal is likely to be among the most serious and far-reaching problems of public policy and management for the rest of this century. This article presentsfindings on the nature of the problem drawn from a study of thefirst major toxic waste disaster, Love Canal. Based on these findings, the authors identify legislative, organizational, andfiscal dimensions that require policy research and development. Their conclude that a collaborative effort between public-and private-sector interests is essential in dealing with the challenge.
