Government-controlled enterprises are an increasingly important phenomenon in many countries. Yet there have been relatively few efforts to study what is distinctive about these companies' behavior. This article purports to contribute to the understanding of how strategy is formed in such companies. Using a precise conceptual framework and extensive field work, the strategic decisions of these companies are systematically examined.
