A theoretical framework for studying patterns of voluntary departure from public bureaucracies is developed and tested It was found that self-image, a sense of bureaucratic efficacy, and perceived politicization of the public bureaucracy determine the propensity to exit not independently of organizational attributes and social backgrounds.
