Abstract
Noting that the environments in which administrators must operate are becoming more and more turbulent, the authors point out that although organization structures and administrative processes are being developed to offset these conditions, little is being done to assess administrators' capabilities for coping with them, or to develop the required behavioral skills. An assessment model for identifying and developing administrators with the necessary capabilities for coping effectively with turbulent-field environments is presented, and suggestions for its application and future investigation are presented.
